Run the 5/8" to 1" sizes at 500 to 700 rpm and the 1 1/4" to 2" sizes at a slower 100 to 200 rpm using a high-torque drill.
An undersized tenon usually means the round-tipped finishing blade has been advanced too far; back it off slightly and make another test cut.
Use the small countersink for the 5/8" to 1" tenon cutters and the large countersink for the 1 1/4" to 2" sizes, since each countersink's bushings are matched to that size range.
